Terms and conditions

Example of learners entitled to fee remission include:

  • Individuals on Job Seekers Allowance (JSA)* or employment and Support Allowance (ESA) in the Work Related Activity Group (WRAG). Where there is a joint claim, then both individuals is a dependant of a claimant (but not part of a joint claim or claiming themselves), they are not automatically eligible under other criteria. Fully funded provision for eligible learners can include units and awards as well as qualifications.
  • Learner (of all ages) studying their first Level 2 qualification
  • Entry** or level 1 aims (excluding Skills for Life) where a learner has an entitlement to a full Level 2 qualification, in that they must have a highest prior attainment of Level 1 or below, but need to step up from basic skills in order to progress to a level 2.
  • 19-24 year old learners studying their first level 3 qualification
  • Level 3 'jumpers' of all ages (those taking a full level 3 or above without having attained a first full level 2 qualification)
  • 19-24 year old Level 4 'jumpers' studying their first full Level 4 or above without having attained a first full Level 3 qualification
  • Learners studying aims that are Adult Basic Skills and Functional Skills in literacy and numeracy, excluding Skills for Life English for Speakers of Other Languages (ESOL)
  • Trade Union representatives studying Trade Union Congress (TUC) learning aims.
  • An individual*** studying their first full Level 3 qualification that has left the British Armed Forces**** after completing 4 or more years service or have been medically discharged, due to an injury in active service, after completing basic training.

and also:

  • Unemployed individuals who are in receipt of a state benefit (other than JSA or ESA (WRAG)), who want to enter employment and need the skills training to do so. For 2011/12, at the discretion of the provider, they will be eligible for full funding for units and other learning aims that will help them into employment.
  • These individuals will need to confirm that they are in receipt of a state benefit and they want to enter employment. This can be done using a self-declaration form to confirm that they are part of this eligible group, as it is recognised that more formal evidence would be difficult to obtain in a timely and cost effective manner.
